We need programmers to write scripts that others can run on their own websites so they can host their own caches. We could build up from there so these script packages could be for multiple users. Friends could host other firends' caches, a club can host their own caches, or even state or regional organizations can host caches.
I'm talking about something similar to web-based forum scripts, but instead of messages the main items are caches.
We can start off with basic no-logs cache listing--something someone can use to post their own cache. We can then build up to something to include logging and more.
What I mean by "hosting" is simply getting the cache online. It's geared toward presenting the individual cache and the functions associated like logging. This is different from a "listing" script which gathers cache together and presents them in various ways like "Nearest Cache lists" or filtering the different caches in what ever way the searcher pleases.
The vision is to allow the hosting, the listing, the stats, or whatever else we can think of, to operate independently of each other. Multiple hosting sites could feed one or more listing sites. A stats site can pick up the stats of one, some, or all of the sites that use the opencaching standard.
The primary goal to distribute the work among several sites thus no one site has to bear the burden, nor to be relied on, to do all of the work.
Here's what we need:
- Discussion as to exactly what this script needs to accomplish.
- Scripts written to fulfill those needs.

As SOCKS (as it was already marked above) transfers all data from a client to a server, nothing adding from itself, from the point of view of a web-server, a socks proxy is a client.
